Internal Rules of the Adult Non-formal Education Centre “Skrivanek Training Centre”
Issued pursuant to the Education Law, Cabinet Regulation No. 395 of 13 July 2023 “Procedure for Issuing Permits for the Implementation of Non-formal Education Programmes”, Cabinet Regulation No. 474 of 22 August 2023 “Procedure for Ensuring Preventive Healthcare, First Aid and Safety for Learners in Educational Institutions and at Events Organised by Them”, and the Regulations of the educational institution.
1. General provisions
1.1. The Adult Non-formal Education Centre “Skrivanek Training Centre” (hereinafter – the educational institution) implements adult non-formal education programmes and these Rules establish:
1.1.1. rules of conduct for learners at the educational institution, on its premises, at training venues and at events organised by the educational institution;
1.1.2. a prohibition on the purchase, use, possession and distribution of alcoholic beverages, tobacco products, electronic smoking devices, narcotic, psychotropic, toxic and other intoxicating substances, as well as weapons and other dangerous items, at the educational institution, on its premises and at training venues;
1.1.3. the actions to be taken by learners where a threat to their own or another person’s safety, health or property is identified;
1.1.4. responsibility for failure to comply with the Internal Rules;
1.1.5. other matters considered important by the educational institution.
1.2. The purpose of the Rules is to ensure a safe, respectful and high-quality learning environment and compliance with the rights and responsibilities of learners.
1.3. The Rules are binding on the learners, administration, teachers and support staff of the educational institution (hereinafter – employees).
1.4. Learners shall be familiarised with these Rules when they commence studies at the educational institution. Learners shall be familiarised with the Rules by a representative of the educational institution – the responsible project coordinator. Learners shall confirm that they have read the Rules by signing and dating them. Where, for objective reasons, it is not possible to familiarise a learner with the Rules in person, the project coordinator shall do so remotely by sending the Rules to the email address provided by the learner or by informing the learner about them during the first remote session.
1.5. Employees shall be familiarised with the Rules when they commence employment with the educational institution.
1.6. Within their respective areas of responsibility, compliance with the Rules at the educational institution shall be supervised by project coordinators, teachers and the head of the educational institution or a person authorised by the head.
1.7. Admission of learners to adult non-formal education programmes, participation in studies and discontinuation of studies shall be governed by these Rules, the description of the relevant programme, the agreement concluded with the learner or commissioning party, and applicable laws and regulations.
1.8. Unemployed persons, jobseekers and other adult target groups shall undertake programmes in accordance with the agreements concluded, the conditions of the relevant programme and the requirements of the funding body or commissioning party, where applicable.
1.9. Employees of legal entities and other learners designated by commissioning parties shall undertake programmes in accordance with an agreement for the provision of training services or another agreement concluded with the commissioning party.
2. Organisation of the educational process and related provisions
2.1. Classes under adult non-formal education programmes shall be organised in accordance with the approved programme description, class schedule and group or individual study plan.
2.2. Assessment of learners’ acquisition of knowledge, skills and competences shall be carried out in accordance with the intended learning outcomes and assessment criteria specified in the description of the relevant non-formal education programme and the educational institution’s procedures for assessing learning achievements.
2.3. Learners and the teacher shall, within their respective areas of responsibility, be responsible for maintaining order, safety and mutual respect during classes.
2.4. Learners shall observe breaks in accordance with the class schedule and shall not disrupt the work of other learners, employees or other persons.
2.5. On days preceding public holidays or in other objectively justified cases, the class schedule and class times may be changed by decision of the head of the educational institution or a person authorised by the head.
2.6. Visitors shall be received at the educational institution individually, subject to prior agreement of the appointment time with the project coordinator or the administration of the educational institution.
3. Rights
3.1. Learners have the right to undertake the selected adult non-formal education programme and, upon successful completion, to receive a certificate of completion of the non-formal education programme or another document issued by the educational institution where provided for in the programme description or agreement.
3.2. Learners have the right to make suggestions and proposals regarding the organisation of the educational institution’s work, the educational process and improvements to the learning process, as well as to report any shortcomings identified to the teacher, project coordinators or administration by sending the information in free form to the email address: valoduskola@skrivanek.lv. A response shall be provided within five working days.
3.3. During the educational institution’s working hours, learners have the right to use classrooms, internet access, teaching materials, textbooks, equipment and other learning resources where necessary for completing the programme and provided that the procedures established by the educational institution are observed.
3.4. Learners have the right to receive information about the content and delivery of the selected programme, the assessment procedures and other matters related to their studies.
3.5. Learners have the right to receive a reasoned assessment of their acquisition of knowledge, skills and competences where assessment is provided for in the relevant programme.
3.6. Learners have the right to receive support from the teacher in acquiring the learning content during implementation of the programme.
3.7. Learners have the right to respectful, proper and non-discriminatory treatment.
4. Responsibilities
4.1. Learners are required to comply with the Regulations of the educational institution, these Rules, the terms of the training agreement, the requirements of the non-formal education programme and other binding rules with which they have been familiarised.
4.2. Learners are required to participate in studies and acquire the programme content in accordance with their abilities and the programme requirements.
4.3. Learners are required to actively engage in acquiring knowledge, skills and competences.
4.4. Learners are required to take care of their own safety and health and that of other persons, and to comply with occupational health and safety, fire safety and other safety rules with which they have been familiarised.
4.5. At the educational institution, on its premises, at training venues and at events organised by the educational institution, learners are required to comply with generally accepted standards of conduct, mutual respect and ethics.
4.6. Learners are required to attend classes in accordance with the class schedule.
4.7. Learners are required to leave outerwear and personal belongings in the cloakroom or other designated places, where such facilities are provided.
4.8. Learners shall inform the project coordinator or teacher of any absence from a class no later than two hours before the class begins, where objectively possible.
4.9. The number of a learner’s unexcused absences may not exceed the permitted amount specified in the agreement, programme description or internal procedures of the educational institution.
4.10. Where, due to absences, a learner has not acquired the programme content within the prescribed period, the learner is required to acquire it independently using the learning resources specified by the educational institution or teacher and to complete independent assignments by the deadline set by the teacher, where such a requirement is provided for in the programme description or agreement.
4.11. The learner is responsible for property of the educational institution entrusted to the learner for use. Where property of the educational institution is damaged through the fault of a learner, the learner shall compensate for the damage in accordance with the procedures laid down by laws and regulations.
5. Responsibility
5.1. Learners are personally responsible for their conduct in classrooms, on the premises of the educational institution, at training venues and at events organised by the educational institution. Learners must not disturb or harass other learners, teachers or employees.
5.2. Learners are required to take proper care of the educational institution’s property – premises, equipment, textbooks and other learning resources – to act responsibly towards the environment and to observe resource-saving principles. A learner shall be liable for any damage caused through the learner’s fault in accordance with the procedures laid down by laws and regulations.
5.3. Learners are responsible for complying with these Rules, occupational health and safety, fire safety and other binding rules during studies. In the event of a breach of the Rules, a learner may be reprimanded or warned, and a decision may also be taken to discontinue the learner’s studies or expel the learner where provided for in the agreement, programme conditions or laws and regulations.
5.4. The issue of expelling a learner or discontinuing the learner’s studies shall be considered by the head of the educational institution or a person authorised by the head, taking into account the terms of the agreement concluded, the conditions of the relevant programme and applicable laws and regulations.
