Regulations
I. General provisions
1. The Adult Non-formal Education Institution “Skrivanek Training Centre” (hereinafter – the Institution) is a structural unit of SIA “Skrivanek Baltic” (hereinafter – the Founder), whose field of activity is the implementation of adult non-formal education programmes.
2. The legal basis for the Institution’s activities is the Education Law, the Articles of Association of the Founder, these Regulations, and other applicable laws and regulations.
3. The Institution is a structural unit of the Founder and shares the same seal, visual identity and bank account.
4. The registered address of the Institution is Lāčplēša iela 87C, Riga, LV-1011.
5. The Institution’s adult education programmes are delivered at Lāčplēša iela 87C, Riga, LV-1011.
II Objectives, main area of activity and core tasks of the Institution
6. The objectives of the Institution are:
6.1. to provide individuals, regardless of age and previous education, with the opportunity to acquire knowledge, skills and competences corresponding to their interests, needs and labour market requirements through adult non-formal education programmes;
6.2. to organise educational activities outside the formal education system that meet interests and demand by providing a diverse learning process that supports personal development and competitiveness in the labour market throughout a person’s lifetime.
7. The Institution’s main area of activity is educational provision.
8. The tasks of the Institution are:
8.1. to implement licensed adult non-formal education programmes in accordance with the procedures laid down by laws and regulations;
8.2. to implement adult non-formal education programmes that meet the needs of the state, employers and personal development and are approved by the Founder;
8.3. to provide learners with high-quality theoretical and practical knowledge, promoting their competitiveness in the current socio-economic environment;
8.4. to attract, support and facilitate the development of learners’ skills in accordance with the selected educational programme;
8.5. to create appropriate conditions for the creative development of learners and the improvement of their professional mastery.
III. Educational programmes implemented
9. The Institution implements adult non-formal education programmes in accordance with the procedures laid down by laws and regulations, obtaining the relevant authorisation for programme implementation where required.
10. The Institution may implement adult non-formal education programmes that meet the needs of the state, employers and personal development and have been approved by the Founder.
IV. Organisation of the educational process
11. Learners are admitted to the Institution in accordance with the Founder’s rules on learner admission.
12. The Institution may set entrance assessments for the admission of learners, agreeing with the Founder or the commissioning party of the educational programme on the requirements, format and timing of such assessments. The minimum number of learners required to commence an educational programme shall be determined by the party financing the programme or, where the programme is fee-based, by the Founder.
13. The educational process at the Institution is governed by the Education Law, Cabinet regulations on issuing permits for the implementation of non-formal education programmes, these Regulations, the educational programmes, and other applicable laws and regulations.
14. The duration of a training session is 60 or 90 minutes.
15. Learners’ achievements – knowledge, skills and competences – are assessed in accordance with the objectives, intended learning outcomes and assessment procedures specified in the relevant adult non-formal education programme.
16. The Institution’s organisational structure and educational resources are established in accordance with the educational programmes implemented.
17. The Institution organises practical assignments, training sessions and other learning activities necessary for acquiring the programme content in accordance with the relevant adult non-formal education programme.
V. Rights and responsibilities of teachers and other employees
18. The Institution is managed by a Director, who is appointed and dismissed by the Founder in accordance with the procedures laid down by laws and regulations.
19. A person whose education and qualifications meet the requirements established by laws and regulations may serve as the Director.
20. The Director’s rights, duties and responsibilities are laid down in the Education Law, the General Data Protection Regulation, the Personal Data Processing Law, the Labour Law and other applicable laws and regulations. The Director’s rights, duties and responsibilities are further specified in the employment contract and job description.
21. The Director is responsible for planning the Institution’s development and is directly accountable for the implementation of the educational programmes.
22. Duties of the Director:
22.1. to ensure that the Institution employs staff with qualifications appropriate to their positions, subject to prior approval by the Founder’s management;
22.2. to ensure compliance with laws and regulations within the Institution;
22.3. to organise and plan the Institution’s operational and financial activities;
22.4. to represent the Institution’s interests before state and public authorities;
22.5. to cooperate with public organisations, institutions, companies, learners and others;
22.6. to perform other duties of the Director specified in these Regulations and other applicable laws and regulations.
23. The Director has the right to:
23.1. subject to prior approval by the Founder’s management, employ teachers and other staff and determine their duties and rights;
23.2. delegate specific tasks and functions to teachers and other employees of the Institution;
23.3. determine the number of staff positions within the Institution;
23.4. independently decide, within the scope of their authority, on the efficient use of the Institution’s intellectual, financial and material resources.
24. The general duties of teachers in the educational process are laid down in the Education Law.
25. Duties of the Institution’s teachers:
25.1. to be responsible for the safety and health of learners during training sessions, practical assignments and other learning activities led or organised by the teacher;
25.2. to foster a positive collaborative learning environment;
25.3. to respect learners’ needs, experience, way of thinking and abilities;
25.4. to be responsible for their work, its methods, approaches and results.
26. Teachers have the right to:
26.1. submit proposals regarding the development of the Institution, internal procedures and other matters;
26.2. receive the materials necessary for teaching activities.
27. Duties of the Institution’s administrative and support staff:
27.1. comply with the internal rules of procedure;
27.2. take proper care of the Institution’s property.
VI. Rights and responsibilities of learners
28. Responsibilities of learners:
28.1. study in order to obtain education in accordance with the chosen educational programme;
28.2. take personal responsibility for their studies and conduct within the Institution;
28.3. comply with the Institution’s Regulations and internal rules of procedure;
28.4. observe the traditions of the Institution;
28.5. behave and act in accordance with generally accepted moral and ethical standards;
28.6. protect the environment.
29. Learners have the right to:
29.1. express and defend their opinions and views during the educational process;
29.2. use the Institution’s premises, equipment and learning materials during the educational process;
29.3. participate in public activities;
29.4. have personal property owned, used or possessed by the learner protected within the Institution;
29.5. receive a fair, objective and motivating assessment of their knowledge;
29.6. receive assistance from teachers in the learning process.
VII. Sources of funding and funding arrangements
30. The Institution’s sources of funding are:
30.1. financial resources received by the Institution through the organisation of fee-based educational programmes;
30.2. donations and gifts from natural and legal persons;
30.3. other income.
31. The use of financial resources shall be determined by the Director in agreement with the Founder.
VIII. Reorganisation and liquidation procedure
32. The Institution shall be reorganised or liquidated by its Founder.
IX. Procedure for adopting and amending the Institution’s Regulations
33. The Institution shall draft its Regulations on the basis of the Education Law and other applicable laws and regulations. The Institution’s Regulations shall be approved by the Founder.
34. Amendments to the Institution’s Regulations may be made on the initiative of the Founder or at the proposal of the Director. Amendments to the Regulations shall be drafted by the Institution and approved by the Founder.
X. Other essential provisions that are not contrary to the Education Law and other applicable laws and regulations
35. A private individual may challenge an administrative act issued by the Institution or its actual conduct by submitting an appropriate application to the Founder at its registered address or official electronic address (e-address).
36. In accordance with the procedures established by applicable laws and regulations and the Founder, the Institution shall ensure document and archive management.
37. The Institution shall, in accordance with the procedures laid down by laws and regulations, ensure the preparation, recording and updating of the information required for the implementation of adult non-formal education programmes.
38. The Institution shall, in accordance with the procedures laid down by laws and regulations, provide access to library, information and career development support services.
39. The Institution shall take the necessary measures to protect the fundamental rights of natural persons, including ensuring the processing of personal data in accordance with the General Data Protection Regulation, the Personal Data Processing Law and other applicable laws and regulations.
40. The Institution shall, in accordance with the procedures laid down by laws and regulations, ensure access to preventive healthcare and first aid for learners within the Institution.
41. In cooperation with the Founder, the Institution shall ensure the safety of learners within the Institution and during activities organised by it in accordance with the requirements laid down by laws and regulations, including:
41.1. compliance with hygiene requirements;
41.2. compliance with civil protection, fire safety, electrical safety and occupational health and safety requirements.
42. In accordance with its objectives and the aims of the educational programmes it implements, the Institution is entitled to cooperate with other educational institutions, organisations and industry specialists, including inviting teachers, lecturers or specialists to conduct individual training sessions.
